Employee Operations and Payroll Software for the GCC

WatheeqaHR supports six GCC countries — the UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman — with a company's country setting driving its currency, leave rules, overtime tiers and end-of-service formula automatically. UAE payroll is WatheeqaHR's most established country: gratuity follows Federal Decree-Law 33/2021 without an estimate label, and the salary ledger can generate a WPS SIF export for the company to submit. In the other five countries, end-of-service, overtime and statutory-contribution figures are calculated estimates, clearly labeled for HR or accountant review before relying on them — WatheeqaHR does not file or submit any statutory contribution in any country.

Features

FeatureDescription
Country-aware currency AED, SAR, KWD, BHD, QAR and OMR — each with the correct decimal precision (KWD/BHD/OMR use 3 decimal places, the others use 2)
Country-aware end-of-service Gratuity formula switches automatically by company country: UAE (Federal Decree-Law 33/2021, final), Kuwait (Law 6/2010), Saudi Arabia (Labor Law Art. 84-87), Bahrain (Law 36/2012), Qatar (Law 14/2004), Oman (Royal Decree 53/2023) — all non-UAE formulas are labeled estimates
Country-aware overtime Overtime multipliers and calculation divisors follow each country's own rules where the product models them, instead of one fixed UAE-style rate
Statutory-contribution estimates Where modeled, the salary ledger estimates each country's statutory scheme (PIFSS in Kuwait, GOSI in Saudi Arabia, SIO in Bahrain, PASI in Oman) as a labeled estimate — not a filing. Qatar's GRSIA scheme is not modeled, since it applies only to Qatari/GCC-national employees
UAE WPS SIF export UAE companies can generate the WPS Salary Information File from the salary ledger — for the company's own submission, not filed by WatheeqaHR
Manual sick/maternity review In every country, a sick or maternity leave request blocks payroll approval until HR explicitly decides full, partial or unpaid pay for that request

Compliance disclaimer

WatheeqaHR is employee-operations and payroll-estimate software, not a certifying or filing authority in any country. End-of-service, overtime and statutory-contribution figures outside the UAE are calculated estimates that require review by your HR team, accountant or legal advisor before you rely on them. WatheeqaHR does not submit or file any statutory contribution, and the WPS SIF export is UAE-only and submitted by the customer, not by WatheeqaHR.

Frequently asked questions

Which GCC countries does WatheeqaHR support?

The UAE, Saudi Arabia, Kuwait, Bahrain, Qatar and Oman. Each company in WatheeqaHR is assigned one of these countries, which drives its currency, leave rules and payroll calculations.

What does 'estimate' mean for end-of-service and statutory contributions?

Outside the UAE, WatheeqaHR calculates end-of-service and statutory-contribution figures from the labor law formulas it has implemented, but these are not certified or government-verified calculations. Always have your HR team or accountant confirm the final number before paying it out or reporting it.

Does WatheeqaHR file WPS, PIFSS, GOSI, SIO or PASI on my behalf?

No, in any country. WatheeqaHR generates the UAE's WPS SIF export for you to submit yourself. It does not submit or file any statutory contribution in Kuwait, Saudi Arabia, Bahrain, Qatar or Oman — those figures are internal estimates for your own use.

Is sick and maternity pay calculated automatically in every country?

No. In every country WatheeqaHR supports, a sick or maternity leave request blocks that payroll period from being approved until HR explicitly decides full pay, partial pay or unpaid for that specific request.

Where is WatheeqaHR hosted?

Production runs on AWS in Frankfurt, Germany (eu-central-1). WatheeqaHR does not claim data residency in Saudi Arabia or any other GCC country.
